Which states tax Social Security benefits in 2026?
Eight: Colorado, Connecticut, Minnesota, Montana, New Mexico, Rhode Island, Utah and Vermont. Every one of them has an income threshold or age exemption, so many retirees in those states still pay $0 state tax on their benefits. West Virginia finished phasing out its tax for 2026, which is what brought the list down to eight.
Does New York tax Social Security?
No. New York does not tax Social Security benefits at any income level. It also exempts the first $20,000 per person of pension and IRA income for taxpayers 59½ and older, and it fully exempts New York State, local government and federal government pensions.
If a state does not tax Social Security, is retirement income tax-free there?
Not necessarily. Most of the 42 states that spare Social Security still tax IRA and 401(k) withdrawals and private pensions as ordinary income. A handful, including Florida, Texas, Nevada and Tennessee, have no income tax at all. The map on this page shows both layers so you are not surprised by the one it usually leaves off.
